Hydroclorofluorocarbons (HCFC) Phase-out Management Plan, Stage II (HPMP Stage II)

The photo depicts a human as a symbol of the world humanity and an old fridge as a symbol of the mail "culprit" - equipment containing ozone-depleting substances. What we do

Armenia committed to ODS phase-out, and especially, to certain relevant regulations related to these commitments having ratified the Montreal protocol on Substances that Deplete the Ozone layer and all its subsequent amendments in 1999.

To properly implement its commitments under the Montreal Protocol the Government of Armenia adopted a number of resolutions, which enable a more targeted accounting of the use of ozone depleting substances in Armenia and allow making relevant steps to the reduction.

As the HPMP-II programme is designed to assist the Government of Armenia to meet its international obligations  under the Montreal Protocol on the gradual phase-out of HCFCs from the economic sectors, it further is set to enhance national capacity in handling HCFCs in the servicing sector with maintenance and creation of additional jobs for refrigeration and air-conditioning (RAC) technicians and engineers, transfer of newer modern RAC technologies with less dependence on HCFCs as cooling agents and featured by better energy efficiency gains to be part of the green national economy.

Expected results

·       Improved refrigerant recovery and vocational training capacities.

-        Refrigerant recovery and recycling equipment and tools are supplied to 25 technicians or servicing companies to ensure ozone-friendly technics in servicing RAC equipment.

-        Three vocational schools equipped with multimedia training tools and practical servicing instruments to link to the theoretical subjects included in the curriculum.

·       Upgraded technical capacity in management/prevention of illegal trade

-        Four customs entry points at the country border equipped with advanced multi-gas analysers which will allow them to better control and prevent the illegal trade of refrigerants.
