Speech of UNDP RR at MBBG Project Steering Committee meeting

Dear members of the Project Steering Committee, distinguished guests,

This is my honor to welcome you all at this event dedicated to marking the progress of the MBBG project. This is also my honor to be the co-chair of the Project’s Steering Committee and I am happy that UNDP is enjoying full trust of the Government of Armenia as the implementing agency of this ambitious project.

It is not a secret that both UNDP and EU are taking serious efforts to support Armenia in introduction of IBM systems with the ultimate goal of facilitation of trade and transit and enhancement of movement of people across the borders, at the same time ensuring high level of border security.

This requires a strong legal framework and streamlined procedures, enhanced inter-agency and cross-border international cooperation in line with EU IBM standards, as well as improvement of transparency, accountability and integrity of border management agencies.

However, legal, procedural and capacity improvements will not be effective without appropriate infrastructure upgrades, and this is what the MBBG project aims to achieve as a cooperative effort and a joint initiative of the Government of Armenia, EU and UNDP.

I would like to take this opportunity and express my appreciation to the EU Delegation, State Revenue Committee and all other stakeholders for fruitful collaboration and successful implementation of all UNDP implemented border management initiatives, in general, and the MBBG project in particular, and reiterate UNDP’s readiness and commitment for continuing its support to the Government of Armenia in its efforts to implement this ambitious reform program.

As I said, we marked the progress towards the MBBG implementation and very recently received the endorsement of UNDP HQ to go ahead with contracting “SADE” French company, however with several preconditions, for which UNDP now is in negotiations with the potential General Contractor.

This PSC meeting has been called to discuss and agree on the selection of “SADE” and I am passing floor to Sophie Kemkhadze, UNDP DRR a.i. who will walk you through the issues which require the PSC members’ attention and endorsement.
